In a joint press conference with his Egyptian counterpart, Sameh Shukri, he stressed that they are in contact with “everyone”, including the Islamist movement Hamas which rules in the Gaza Strip and with which the Jordanian authorities do not have a good relationship since they expelled its leader Khaled Meshal from Amman in 1999.

International recognition of the State of Palestine has been the main objective of the Palestine Liberation Organization (PLO) since the Declaration of Independence of Palestine proclaimed the establishment of the State of Palestine on November 15, 1988 in Algiers, Algeria at an extraordinary session of the Palestinian National Council in exile.

As of July 2019, 139 of the 193 member states of the United Nations (72.02%) and two non-member states have recognized the State of Palestine.[3][4][5] Many of the countries that do not recognize the State of Palestine do, however, recognize the PLO as “representative of the Palestinian people”. On November 29, 2012, the UN General Assembly passed a resolution changing the status of Palestine from “entity” to “non-member observer state” after a vote of 138 votes to 9, with 41 abstentions.[6] The resolution was adopted by the UN General Assembly.

A number of countries including Israel do not recognize Palestine, taking the position that such a state can only be established through direct negotiations between Israel and the Palestinian National Authority. The main obstacles to a final agreement are the delimitation of definitive borders,[7] the security of both states, access to water,[8] the status of Jerusalem along with free access to holy sites,[9] the expansion of Israeli settlements in the West Bank and East Jerusalem,[7] and the right of return of Palestinian refugees who were expelled or fled their homes during the 1948 Arab-Israeli war.[10] The Palestinian National Authority (PNA) is the only state in Palestine that is not recognized by Israel.
