Overview of the CDBG-DR Program

The CSBG program was originally part of the War on Poverty under the Economic Opportunity Act of 1964, signed by President Lyndon B. Johnson and passed by the U.S. Congress, which created the CAAs and established the Office of Economic Opportunity (OEO) to administer the local distribution of federal poverty funds.

The CSBG Program also has a federally mandated board called the Community Action Board (CAB) which oversees the implementation of the various poverty services programs funded with CSBG Program allocations.
