What is a motion of censure and when is it applied?
Bucharest, Sep 2 (EFE) – The opposition Social Democratic Party (PSD) presented Thursday a motion of censure against the centrist government of Romania, in the middle of a schism between the two main parties of the ruling coalition, unleashed by the dismissal of the Minister of Justice.
The document cites rising energy and raw material prices among the reasons for seeking the fall of this government, in an initiative launched hours after the Prime Minister, Florin Citu, of the National Liberal Party (PNL), dismissed the Justice Minister, Stelian Ion, last night.
The dismissal of Ion, who belongs to the USR-PLUS alliance, the second-largest partner in the ruling tripartite, apparently came in the wake of his party – which belongs to the Renew Europe! group in the European Parliament – refusing to approve a plan of more than 10 billion euros for regional administrations proposed by Citu.
USR-PLUS sees the move as a political maneuver by Citu to buy wills among his party’s cadres ahead of the congress in which the center-right party will elect its leader on September 25.
What is a motion of censure?

First of all: a motion is a proposal or a petition that political groups bring to the plenary session, which takes place once a month. They are usually divided by points that are sometimes voted separately, so there are motions that are approved but only partially. In each session each party usually brings between two and four of these propositions.
But the left-wing groups have also presented many motions that they have managed to get through and that have not yet been fulfilled despite the commitment made by the plenary. However, the bloc as a whole, that is, the councilors of PSOE, ZeC and Podemos, add 15 votes, one less than the right, so they have much more complicated to see their proposals prosper.
In the case of the socialists, some of those that were approved and are still in the pipeline are, for example, the development and implementation of a comprehensive plan for the conservation of the banks (voted in October 2020); the consideration of the service of the Casa de la Mujer as essential; the development of a census of housing that identifies the actions that each one requires; and the implementation of an extraordinary plan of inspections and promote dialogue on animal protection.
Examples of no-confidence motions in Colombia
The question of confidence is essentially the same in content as a motion of censure. Parliament is asked to rule on whether or not the prime minister or president of the government still has its confidence and can therefore govern.
In some parliamentary systems, the loss of a vote of confidence does not necessarily require the resignation of the government. On the other hand, the loss of a motion of censure does usually imply the dismissal of the entire government or the head of government.
On the other hand, the President of the Government is empowered by the Constitution to submit to the Congress of Deputies the question of confidence, which are the most important mechanisms in the so-called relations between the Government and the Cortes Generales, regulated in Title V of the Constitution.
It should also be mentioned that the motion of censure and the question of confidence can be raised with respect to the mayor at the municipal level, in this case, it will be raised before the Municipal Plenary, which in extreme cases can meet summoned by the municipal secretary if the mayor refuses to debate the motion. The autonomous communities have also provided in their respective Statutes of Autonomy the possibility of initiating a motion of censure against their regional president.
